My CPU is a celeron Tualatin 1000MHZ,windows xp is showing it is only 994MHZ..Why is this?..?
I am wondering if it is as all CPUs are actually slightly lower than there ratings?? or is it something similar to how a graphics card uses up RAM??

I was also wondering if i can quickly and easily over clock this chip via BIOS,to see a slight improvement? Any straight forward methods?

Not all frequencies are perfect and windows will round off numbers based on system averages.
Memory is much the same way and if you ever get or replace memory try to get an exact match for windows will usually round it up.
I have a 750mhz. and windows rounds it off at 701mhz.
With yours you might find settings in the bios to step on the frequency adjustment. I know there are MB's out there that have these adjustments but I don't know if your does.
