Both are dual core, 64 bit cabable processors. Which is quicker very much depends on what specific model you are talking about and the bus speed/memory configuration.
Core 2 duo is typically faster, but uses lots more battery than a Turion will. The Turion 64 X2s are very powerful and very battery efficient.
The better the bus speed, the better performance you are going to get between your processor and memory, and that is what matters very much. You can have the fastest processor on the market, but you will bottle neck where your memory/processor communicate with each other.
As far as video cards in laptops go, the GMA 950 is not awesome at all. I would try to find something with an Nvidia card in it, they are very reliable, good driver support and they normally will come with good memory.
Be aware, video card memory and system memory are different. Average video card memory in a laptop is about 128-256. Average system memory in a laptop nowadays is about a gig. If you want great performance, find something with 2 gigs, or upgrade it to 2 gigs yourself, either way, it is worth it.
PS: The guy above is wrong when he says you HAVE to have 64 bit software to go with the processor. This is not true. A 64-bit processor can handle anything up to 64-bit software without a problem, it will even speed it up a tiny tiny bit.
